I saw your comment Art questioning the reasoning behind it and I can understand the point that you can buy a bus with 75% of work needing to be done, but another 25% has been bodged in the past, meaning either you just do the essential 75%, or you do the full 100% with the idea that it will need no further work at all from that point.
