Im guessing it was a vodka inspired idea, actually if it was a diesel motor it wouldnt need that much waterproofing.

I know barrus engineering who make all the garden machinery have engines for military applications which have to start after complete imersion.

there is a guy on one of the bike forums with a suzuki bandit, it was totally immersed in the floods ooop north a couple of years ago, but was re started for £20 and about an hours work, so with the right choice of vehicle, they can be relatively resistant to water anyway..
