I've seen them a couple of times now and wondered how they were going to ensure that high emmission vehicles leave the M1 at junction No.2 ?

Mind you I have noticed that they are a load more small very neat No. plate cameras along the North Circular road

Just to clarify :

The Low Emission Zone (LEZ) will affect older, diesel-engined lorries, buses, coaches, minibuses and large vans (exceeding 1.205 tonnes unladen weight).

It will also affect other specialist vehicles that are derived from lorries and vans, including motorised horse boxes, breakdown and recovery vehicles, refuse collection vehicles, gritters, sweepers, concrete mixers, tippers, removals lorries, fire appliances, motor caravans, ambulances and large hearses (over 2.5 tonnes).

Surprise - Surprise

There will be a phased introduction of the LEZ from 4 February 2008 through to January 2012. Different vehicles will be affected over time and increasingly tougher emissions standards will apply.

1/2 of those vehicles are bloody council / government service vehicles!!!!  What the hell is wrong with this place when the government starts charging its OWN councils for running their service vehicles around!!!!

From 1 January 2008 a total of 33 German cities will require all motorists to purchase a "Pollution Badge" in the form of a windscreen sticker in order to enter city centre 'Umwelt Zones' (green zones).

The participating cities are: Augsburg, Berlin, Braunschweig, Köln (Cologne), Darmstadt, Dresden, Düsseldorf, Essen, Frankfurt am Main, Hannover, Heidelberg, Islfeld, Karlsruhe, Kassel, Leipzig, Leonburg, Ludwigsburg, Madgeburg, Mannheim, Mühlacker, München (Munich), Neu-Ulm, Nürnberg (Nuremberg), Pforzheim, Pleidelsheim, Regensburg, Reutlingen, Ruhr Area, Schwäbish-Gmund, Stuttgart, Tübingen and Ulm.

You must present your vehicle registration document at Pollution Badge (Umwelt Plakette) sales outlets, including vehicle repair centres, car dealers, MOT (Tüv) stations and vehicle licensing offices, and you will be issued with a badge, coloured (Red/Yellow/Green) according to your vehicle's Euro emission rating.

The cost of the badge is understood to be between €5 and €10 and, once issued, covers you throughout Germany for the life of your vehicle
BUT....
In the uk the  charge is totally outrageous.  It is just another tax, £200 to travel in and out  of london,[other citys will follow..]compared to a max of £7 for the lifetime of a vehicle as in germany, If they are only charging that amount why does Livingstone think we should pay such a massive amount for this sheme

Not only that, you'd probably get charged some kind of tax for the emissions from the burning house itself.

None of this stuff is going to stay London only.
It's far easier to start a new tax on a limited subset (eg old diesel trucks) which relatively few people will complain about. Once it's up and running you can expand it to cover anything and charge what you like.

Also, as said already, other cities are looking at doing the same thing. It's only a matter of time before Cambridge gets a 'congestion/pollution' tax, for example.
