How easy is it to set up a forum on a website? I need to add one to the new Street Eliminator website that we've just finished but it needs to be cheap!!

It only needs to be basic, don't need lots of different sections - perhaps a general argume gossip section, a for sale/wanted section and a question and answer section. I'd need full administrator rights and the ability to restrict users to registered users only
