Thats the trouble with them damn electric showers, they run full power all the time, if the water pressure sensor falls (chalked up etc) then the heating element goes into Fukushima mode and starts melting down everything around it. I guess that shower has either been on and left running unattended, or someone suddenly had no water when showering.

Those things only crank up the heating element once the button has been pressed. In my house the 8KW one down stairs for a fraction of a second dims the lights.
