AFAIK the templates were originally implemented because some bright spark was building cars that were identical to their competitors, but were a bit smaller (and therefore lighter).  The idea was that it wasn't obvious that they were different until they were actually measured - and found to be cheating!

Over time the rules on the templates have changed to the point where all the shells are 99% identical.
