They took loads of photo's in different places, doing different things, no idea why that one was chosen

There is nothing to drop on or bang your head on in that area so a hard hat isn't needed. The vehicles are still on a slat conveyor and not being driven, so no Hi-Viz. I don't do H&S for the sake of H&S, if it's not needed don't do it !
If there is a significant risk, remove the risk or as a last resort make people wear personal protective equipment
